HealthCon consultants are experienced clinical practitioners, administrators, and accreditation surveyors with deep expertise in the administration, operation, accreditation, and development of health care organizations. Our CEO and consultants came to HealthCon from the consulting subsidiary of AAAHC, previously called Healthcare Consultants International (HCI). 


 
        

      

Kristine Mighion, MD, MBA

President & CEO

Dr. Mighion is President and CEO of HealthCon Corp.  Previously, she served as Managing Director and CEO of Healthcare Consultants International (HCI), the consulting subsidiary of AAAHC. Dr. Mighion has over 20 years experience consulting in the health care arena working with physician practices, surgery centers, hospitals/health systems, Universities, and medical technology companies. Prior to heading up HCI, she worked with internationally recognized consulting firms and spent time as a corporate banker. Dr. Mighion earned her Bachelor of Arts degree in Economics from Princeton University, her MBA with a concentration in Finance from The Wharton School of the University of Pennsylvania, and her MD from Loyola University Chicago’s Stritch School of Medicine.


 
             

           

Alicia Johnson, CHE, MPH

Consultant

Alicia has served as an accreditation surveyor for AAAHC for over 25 years. She surveys ASCs, Medicare certified facilities, office based surgery centers, specialty centers, imaging centers, dental practices, and primary care facilities including community health and Indian Health centers. Alicia has more than 30 years healthcare management experience in leadership positions overseeing operations, compliance, marketing and business functions for both independent and hospital-owned physician group practices. Her career experience includes surgery centers, dental practices, imaging centers, hospitals and Indian Health Centers. Alicia also holds a Board Certification from the American College of Healthcare Executives (ACHE) and a Master's Degree in Public Health.


 
             

           

Christine Gallagher, RN, BSN, CNOR

Consultant

Chris has been active in the ambulatory surgery center community for over 35 years. Her career includes development and operational management of multi-specialty and multi-site ASCs with emphasis on assuring quality care within regulatory guidelines. Additionally, Chris specializes in compliance to licensing, certification, accreditation standards and guidelines, including Quality Assurance Performance Improvement (QAPI), credentialing, privileging, and peer review. She has opened a number of new ASCs in California and has consulted on numerous projects. Chris has been a AAAHC accreditation surveyor since 1998 with privileges for Medicare-deemed status, ambulatory surgery and office-based surgery centers, convenient care clinics, dental practices, urgent care centers, diagnostic imaging centers and medical group practices. She is also a member of the AAAHC Standards and Survey Procedures Committee.


 
            

          

Hugh Norsted, DDS

Consultant

Dr. Norsted has been a AAAHC accreditation surveyor for approximately 30 years. He surveys dental group practices, ASCs, office-based surgery centers, community health clinics, Indian/Tribal health clinics, student health centers, and health care facilities for the U.S. Coast Guard and the Federal Bureau of Prisons. Dr. Norsted is a former member of the Board of Directors of the American Academy of Dental Group Practice (AADGP), having served as President from 2001-2002 and Education Program/Committee Chair for over twenty years. He also served as a pre-clinical instructor for 8 years at the University of Minnesota School of Dentistry. Dr. Norsted is past partner and founder of Valley Dental Goup, a general and multi-specialty AAAHC-accredited dental group practice in Golden Valley, MN, where he practiced as a general dentist for 35 years. 


 
          

        

Diane Lecerf, MBA

Consultant

Diane is a AAAHC surveyor for health plan, federal employee health benefit (FEHB) plan, ambulatory surgery center, medical group practice, medical home, and community health center accreditation/certification. She has over 20 years of health care experience including leadership positions in health plan accreditation, compliance, quality improvement, and performance reporting. Diane has directed health plan HEDIS® and CAHPS® reporting, disease management, health outreach, and Medicaid contract compliance. She has also managed accreditation projects for several health plans in achieving accreditation from NCQA, URAC, and AAAHC. Diane gave best practice presentations for NCQA, URAC and NAHQ on a variety of quality improvement projects. She led the team at a multi-specialty medical practice in achieving patient-centered-medical home (PCMH) recognition and directed the PCMH initiative for a health plan. Diane has a BA in Economics from Wellesley College and an MBA from the University of Michigan.


 
            

          

Susan Griffin

Consultant

Susan is an AAAHC Surveyor for health plan, Medical Home, primary care and ambulatory surgery center accreditation/certification. She is a member of the AAAHC Standards and Survey Procedure Committee and actively participates in the continuous update to accreditation standards. Susan’s consulting expertise lies in assisting health care organizations in a variety of initiatives, including achieving accreditation, improving operations, transforming to a Medical Home, and complying with regulatory entities such as CMS/Medicare, Medicaid, OIR and AHCA. Her 25 years of operational leadership includes serving managed care health plans, long term care facilities, AHCA licensed health care clinics, FQHCs, ACOs, ASCs, and urgent care centers. Her expertise further includes Medicare and Medicaid contract applications, quality improvement, risk management, credentialing, customer/member services, appeals and grievances, provider/member database maintenance, claims, and provider contract negotiations. Susan earned a Bachelor’s Degree in Behavioral Science and a Master’s Degree in Management.


 
           

         

Michael Peabody, MBA

Consultant

Michael has over 30 years of health care management experience. He entered the ambulatory surgical industry as Administrator of a 6-OR freestanding surgery center. Prior to that, he spent 15 years in various hospital management positions. Michael has experience in multi-site facility management, new facility development, operations, and consulting. Furthermore, he has extensive experience with policies and procedures, state licensure, Medicare certification, and AAAHC accreditation preparation including mock surveys. Michael is currently certified as a Medicare surveyor for AAAHC, and serves both as a survey chairperson and a surveyor trainer. Michael also is a member of the AAAAHC Corporate Alliance Survey team. In his 16 years as a surveyor at AAAHC, he has conducted over 200 surveys including ambulatory surgery centers and office based surgery centers, as well as but not limited to, urgent care centers, dental centers, lithotripsy centers, imaging centers and radiation oncology centers. As an administrator and Regional VP, Michael also has extensive experience with The Joint Commission and AAAASF accreditation bodies.


 
            

          

Jerome (Jerry) C. Short, RPH, MPH

Consultant

Jerry is a primary care and patient-centered medical home consultant, with strong experience in student and Indian health accreditation and operations. He was a surveyor for AAAHC for 16 years through 2013, focusing on primary care organizations such as community health, student health, American Indian and Alaska Native health, Medical Home, Dental Home, and military health. He has also consulted with numerous primary care organizations during the past 20 years and made presentations at national and regional conferences on various health care management topics including Patient Centered Medical Home. Jerry is a Registered Pharmacist and served as a U.S. Public Health Service (USPHS) Commissioned Officer attaining the rank of Captain. Jerry’s active duty included assignments as Chief Pharmacist for several Indian Health Service (IHS) hospitals, regional pharmacy consultant, Assistant IHS Clinical Research Director, and administrator and governing board member in several IHS hospitals and ambulatory care facilities. He completed his 30-year career as the IHS Program Manager for Accreditation and Certification for all IHS hospitals and ambulatory care facilities. Jerry co-authored the 1st edition of the Indian Health Service Medical Staff Credentialing Resource Handbook, and he is the recipient of the two highest USPHS awards: the Meritorious and Distinguished Service Medals.

Richard “Rick” Ruh, CFPS, CFI

Consultant

Rick has more than 35 years in the fire and life safety fields, and was a fire and life safety code official in
the states of Florida, North Carolina and Georgia. As the Fire Protection Specialist Supervisor for the
Florida State Fire Marshal’s Office, Rick conducted workshops on administrative rules and regulations
affecting health care occupancies in that state. As Chief, Rick served as the building code official for the
City of Raleigh, North Carolina, and as Fire Marshal for Cherokee County Fire Emergency Services in the
Metro Atlanta area. In addition, Rick was a part-time instructor of fire protection science in the Florida
community college system for over 15 years. For the last 5 years, Rick has conducted life safety surveys
for AAAHC and consulted for ASCs on life safety code requirements throughout the United States. Rick
attended Eastern Kentucky University and the National Fire Academy. He is a Nationally Certified Fire
Protection Specialist and Inspector by NFPA, and a Fire Prevention Officer by the National Fire Academy
in Emmitsburg, Maryland. In the last two years, Rick conducted seminars on the new Life Safety Code
requirements for the Georgia and North Carolina Ambulatory Surgical Center Associations.
